The takeaway
To improve efficiency and to provide a better experience for you, Okta has replaced the administrators for your health savings account (HSA), flexible spending accounts (FSAs) and commuter benefits:
- Optum—the administrator for Okta’s HSA—will be replaced by Forma, effective January 1, 2023.
- Navia—the administrator for Okta’s FSAs and commuter benefits—will also be replaced by Forma, effective January 1, 2023.

Health Savings Account (HSA)
If you enrolled in a high-deductible health plan (HDHP) with a health savings account (HSA) for 2023, Forma will be your HSA administrator.
What you need to know
- For 2023, Okta will be increasing your HSA contribution from:
- $780 to $800 for employee-only coverage
- $1,518 to $1,600 for family coverage
- As a reminder, Okta’s HSA contributions are funded per paycheck. This means you’ll receive $33.33 per paycheck for employee-only coverage and $66.66 per paycheck for family coverage.
- Your 2023 HSA contributions and Okta’s contributions will be deposited into your Forma HSA, effective January 2023.
- You can make your own pre-tax contributions via payroll deduction but you cannot exceed the IRS limits, which also includes the employer contribution. For 2023 the IRS limits are:
- Employee-only coverage: contribute up to $3,850
- Family coverage: contribute up to $7,750
- You can also make an additional $1,000 catch-up if you are age 55 or older and not enrolled in Medicare.
- If you choose to transfer your current HSA balance from Optum to Forma as part of the bulk transfer process, those funds are anticipated to be available in your Forma account in March.
- If you choose to keep your 2022 HSA balance with Optum, you’ll be responsible for paying the monthly administration fee of $2.75 beginning in January.
- You will receive one Forma debit card that will be used for all pre-tax benefits. When using your Forma debit card, funds will be pulled from your accounts in the following order (if applicable) - 1. Healthcare FSA 2. Limited Purpose FSA 3. HSA 4. Dependent Care FSA 5. Commuter Transit 6. Commuter Parking.
What you need to do as a 2023 HSA participant
- Starting in January, you can set up your HSA using your Okta email address on the Forma Employee Portal. Once your account is set up, you’ll receive your HSA card in the mail. This is the easiest form of payment for any future eligible expenses.
- If you choose to keep your 2022 HSA balance with Optum and pay the monthly administration fee of $2.75, no additional action is needed.
- While you have an active account and/or balance with Optum, you can still access your Optum account through Optum’s website or app. As a reminder, depending on the plan you’re enrolled in, the following Optum Group IDs are available to access your account:
- Kaiser HDHP + HSA: 603971
- Blue Shield HDHP + HSA: 906656
How to rollover your 2022 Optum HSA account to Forma
- In February you will receive an e-consent notice from Forma asking if you would like to be part of the “bulk transfer”. This is to allow Forma to move your Optum account to Forma. You must accept this e-consent to be part of the bulk transfer.
- If you will NOT be participating in an HSA for 2023 with Forma but have a balance with Optum, you will not be able to rollover your HSA funds to Forma. Forma will not be rolling over 2022 accounts if a new account was not opened with Forma for 2023. You will still have access to your HSA through Optum and will be responsible for paying the $2.75 per month administration fee.

Flexible Spending Accounts (FSAs)
Effective January 1, 2023, Forma is the administrator for Okta’s healthcare flexible spending account (FSA), limited purpose flexible spending account (LFSA), and dependent care flexible spending account (DCFSA).
What you need to know
- You can contribute up to the following IRS limits in 2023:
- Healthcare FSA: $3,050
- Limited Purpose FSA: $3,050
- Dependent Care FSA: $5,000 ($2,500 if you're married and file taxes separately)
- You’ll have until March 31, 2023 to submit eligible 2022 FSA, LFSA, and DCFSA claims for reimbursements through Navia.
- You'll have the ability to continue to incur new DCFSA expenses in 2023 up until March 15th, 2023. After that, you can only submit reimbursement claims for expenses incurred before March 15th to Navia up until March 31, 2023.
- Any remaining DCFSA balances will be forfeited as of March 31, 2023, as they aren’t eligible for carryover.
- You will receive one Forma debit card that will be used for all pre-tax benefits. When using your Forma debit card, funds will be pulled from your accounts in the following order (if applicable) - 1. Healthcare FSA 2. Limited Purpose FSA 3. HSA 4. Dependent Care FSA 5. Commuter Transit 6. Commuter Parking.
What you need to do as a 2023 FSA participant
- To submit Navia funds for reimbursement through March 31, 2023, visit the Navia app on your Okta Dashboard or visit Navia’s website. You can also use the MyNavia app to snap a photo of a claim and submit it for reimbursement through your phone.
- Starting January 2023, if you selected to participate in an FSA during open enrollment in Workday, you can set up your FSAs through the Forma Employee Portal and start submitting 2023 eligible claims for reimbursement.

Commuter Benefits
Effective January 1, 2023, Forma is the administrator for Okta’s commuter benefits.
What you need to know
- For 2023, you can contribute up to $300 per month pre-tax for public transportation and parking expenses.
- You can enroll for your first commuter benefits order with Forma for funds accessible in January as early as December 1, 2022 and the deadline to enroll is December 15, 2022.
- If you have any unused Navia funds by December 31, they will roll over to Forma and will be accessible in January.
- You will receive one Forma debit card that will be used for all pre-tax benefits. When using your Forma debit card, funds will be pulled from your accounts in the following order (if applicable) - 1. Healthcare FSA 2. Limited Purpose FSA 3. HSA 4. Dependent Care FSA 5. Commuter Transit 6. Commuter Parking.
- Forma does NOT make payment directly to transportation providers such as Bart, Clipper, ORCA, etc. You can use your Forma debit card to pay for commuting expenses or request vouchers that can be used to pay for transit tickets, passes or to pay parking vendors.
What you need to do as a commuter benefits participant
- If you would like to place a commuter benefits order for December, you must do so before November 15, 2022 on Navia’s website. This is the last commuter benefits order you’ll place through Navia.
- Future commuter benefits orders will be placed through Forma. You must place your first benefits order with Forma by December 15, 2022, for funds accessible in January.
- To get started, visit the Forma app on your Okta Dashboard or log in online using your Okta email address.
- Navigate to the Parking and Transit account options on the account page and select the “Get Started” link. Follow the prompts to place your order.
